Preregistered Sim cards pose serious danger to national security — NCC

The Nigerian Communication Commission, NCC, has urged consumers and members of the public to alert security agencies if they come across any individual engaging in the sale, or use of preregistered SIM cards, as they pose a serious danger to individuals and collective safety.

Speaking at the NDC special day at the just concluded Lagos International Trade Fair, the Executive Vice Chairman, NCC, Professor Umar Danbatta, who was represented by the Head of Public Relations, NCC, Mr. Reuben Muoka, said those found culpable also risk severe penalties of fine and imprisonment.

“We have also sent serious warnings to the service providers to ensure that their dealers and sub-dealers, who have a role to play in the sale and activation of services, are not culpable in the penetration of this crime. Our Compliances Monitoring and Enforcement Department currently going round the country with a view to fishing out the perpetrators” he said.

According to him, the commission will not relent in speaking about vandalization, or willful disruption of telecommunications services as these activities has not helped in the improvement of quality of services in the network.

“Also stoppage or obstruction of service providers from deployment of equipment or maintenance at the base stations further degrades quality of services. Activities of local governments, landlords and communities, sometimes contribute to degradation of services as they refuse right of way to the service providers”
“We urge you to carry this information to our neighbours and communities to the effect that we have a very sensitive network where disruption of service in a location can affect services beyond that location and to far-flung areas.

These are some of the factors that contribute to poor quality of service which the commission is working hard to improve” he said.

Twitter launches Android TV app for NFL streams and live video

Variety reports that Twitter is launching an Android TV application to join the existing Apple TV, Xbox One, and Fire TV options for its live streaming video service.

Similar to the Twitter app on other platforms, the Android TV version will offer easy access to Twitter’s live streams with a feed of highlighted Tweets, alongside the ability to display Periscope broadcasts on a big screen TV. Between Thursday Night Football games,
election coverage, and other live events, it’s clear that the social media company is doubling down on video streaming, and the new options for software platform can only help with those ambitions.

Facebook's Mark Zuckerberg hacked again

A hacking group has claimed credit for targeting Facebook Chief Executive Mark Zuckerberg's online accounts -- for the second time this year.
On Tuesday, a hacking group known as OurMine emailed me to say they had targeted Zuckerberg's Pinterest account , which was defaced with a new tagline and the group's web address.

Zuckerberg's Pinterest bio temporarily said, "Don't worry, we are just testing your security."
By the time we published, the defacement had been removed.

The group would not say, when asked, how it carried out the hack but did say it wasn't through leaked databases.

When pressed, OurMine said it has an "exploit on Pinterest" but gave no details. The last time the group said it had exploited a platform, the claim involved a fake screenshot.

OurMine is best known for targeting high-profile users, such as company bosses and tech executives, and defacing their web accounts with the group's name and a contact address.

OurMine's hope is that the victims reach out for security advice, which the group's website claims to provide.

The hackers also emailed me Zuckerberg's username (which is publicly known ) and his password for his Twitter account, which we are not publishing for obvious reasons. The group said the Facebook chief had enabled two-factor authentication after the first instance of the group taking over accounts belonging to Zuckerberg. OurMine also provided details about the phone number associated with the account. The group hijacked Zuckerberg's Pinterest and Twitter accounts in June.

Zuckerberg isn't alone in being targeted by OurMine. In recent months, its hackers have also claimed Google CEO Sundar Pichai and Uber founder Travis Kalanick.

Zuckerberg did not immediately respond to a request for comment.

WhatsAPP Adds Video Phone Calls

WhatsApp has announced an upgrade of its platform: it’s over one billion users will not just be able to make audio calls, they will also be able to do so by video.

The latest feature will be operational in a few days and it will be available across iOS, Windows and Android platforms.

“We’re introducing this feature because we know that sometimes voice and text just aren’t enough. There’s no substitute for watching your grandchild take her first steps, or seeing your daughter’s face while she’s studying abroad. And we want to make these features available to everyone, not just those who can afford the most expensive new phones or live in countries with the best cellular networks,” said a WhatsApp spokesman.

“Over the years we’ve received many requests from our users for video calling, and we’re excited to finally offer this feature to the world. Thank you for using WhatsApp and we promise to keep working hard every day to improve the service.”

Zuckerberg denies Facebook News Feed bubble impacted the election

In the aftermath of the U.S. Presidential election, Facebook founder Mark Zuckerberg took the stage at Techonomy16 to address concerns that the company didn’t do enough to stop the proliferation of fake news on News Feed.
Zuckerberg insisted that more can always be done to improve the quality of the News Feed experience, but that Facebook could not have influenced the outcome of the election.
“Personally, I think the idea that fake news on Facebook, of which it’s a very small amount of the content, influenced the election in any way is a pretty crazy idea,” Zuckerberg said.
He continued by saying people are looking for a narrative to explain the election. However, he believes that a narrative that implicitly assumes Trump supporters are dumb enough to be manipulated by Facebook is insulting to those voters. In his view, It was just as likely for News Feed to highlight fake news about Clinton — but the media remains steadfast in ignoring that Trump supporters ultimately believed their candidate can bring them a better life.
“People are smart and they understand what’s important to them,” noted Zuckerberg.
Rather than placing blame on the accessibility of facts, he pointed to content engagement as the problem. Zuckerberg noted that Trump’s posts got more engagement than Clinton’s on Facebook.
Facebook research shows that nearly everyone on the platform is connected with at-least someone that has opposing ideological beliefs. The real question for Zuckerberg is how to influence the way people react when they see a post they disagree. The key is to stop them from brushing it under the rug.
To get there, Facebook is making efforts to involve humans more deeply in the creation of the ranking algorithms the company uses for content. News Feed now has a human quality panel that is used to hone in rankings. Humans are given stories and asked to rank them to get a better idea of what makes a particular story fulfilling for the user.
Zuckerberg had previously only addressed the election in a Facebook post featuring a photograph of his daughter Max. He noted at that time that, “We are all blessed to have the ability to make the world better, and we have the responsibility to do it,” but didn’t elaborate on what that meant specifically for him and his company.
Adam Mosseri, VP of Product Management for NewsFeed, echoed much of what Zuckerberg said earlier today in a statement to TechCrunch, though his brief comments were notably less skeptical of the importance of removing propaganda.
“We understand there’s so much more we need to do, and that is why it’s important that we keep improving our ability to detect misinformation,” Mosseri noted.
Despite all of the global concern about Trump’s win, Zuckerberg did take a moment to make it clear that he doesn’t believe any single person can fundamentally alter the arc of technological innovation.


So when it comes to News Feed ranking, I actually think we are very transparent. Every time we add a new signal or make a change we publish that, right? We explain why we are doing it and what signal we are adding and we bring people in to talk to them about it. You know that stuff is out there and we will continue to do that and that’s a big part of what we do and we take that seriously.
I’ve seen some of the stories you are talking about around this election and personally I think the idea that fake news on Facebook, of which it’s a very small amount of the content, influenced the election in any way is a pretty crazy idea.
You know voters make decisions based on their lived experience. We really believe in people. You don’t generally go wrong when you trust that people understand what they care about and what’s important to them and you build systems that reflect that.
Part of what I think is going on here is people are trying to understand the result of the election, but I do think that there is a certain profound lack of empathy in asserting that the only reason someone could have voted the way they did is because they saw some fake news. If you believe that then, I don’t think you have internalized the message that Trump supporters are trying to send in this election.
The quickest way to refute the fact that this surely had no impact is why would you think there would be fake news but not on the other. We know we study this, we know that it’s a very small volume of anything. Hoaxes are not new on Facebook. There have been hoaxes on the internet and there have been hoaxes before. We do our best to make it so that people can report that and so that we can as I said before share people the most meaningful content that we can.
We’ve studied this a lot because as you can imagine I really care about this, I want what we do to have a good impact on the world. I want people to have a diversity of information. So this is why we study this stuff to make sure we are having that positive impact. For whatever reason, all the research suggests that this isn’t really a problem and I can go into that in a second but for whatever reason we have had a really hard time getting that out.
But here is the historical analogy that I think is useful on this. If you go back 20 years and look at the media landscape, there were a few major TV networks in any given local area. There were a few major newspapers that had an editorial opinion and those were the opinions that you got all your news filtered through.
Regardless of what leaning you have on Facebook politically, or what your background is, all the research shows that almost everyone has some friends who are on the other side. Even if you’re a Democrat and 90 percent of your friends are Democrats, 10 percent of your friends are Republican. Even if you live in some state or some country, you’re going to know some people who live in a different state or a different country.
So what we found, and you can go through everything, you can go through religion you can go through ethnic background, just all of these different things. In a lot of cases, the majority of someone’s friends might fit their beliefs, but there are always some outliers. That means that the media diversity and the diversity of information you are getting through a social system like a Facebook is going to be inherently more diverse than what you would have gotten through watching one of the three news stations and sticking with that and having that be your newspaper or your tv station 20 years ago.
The research also shows something, which is a little bit less inspiring, which is that we study not only people’s exposure in News Feed to content from different points of view, but also what people click on and engage with.
By far, the biggest filter in the system is not that the content isn’t there, or that you don’t have friends who support the other candidate, or who are from another religion, but that you just tune it out when you see it. So, you have your world view, and you go through and I think we would all be surprised how many things don’t conform to our world view that we just tune out. We just don’t click on them and you know I don’t know what to do about that. We should work on that.
Presenting people with a diversity of information is an important problem in the world, and one I hope we can make more progress on. But right now, the problem isn’t that the diverse information isn’t there, it’s actually, by any study, more there than traditional media in the last generation, but we haven’t gotten people to engage with it in higher proportions.

Facebook-WhatsApp data sharing now on pause in UK at regulator’s request

A controversial decision this summer by Facebook-owned messaging giant WhatsApp to share data on its users with its parent company — including for advertising purposes — continues to attract the ire of European regulators. Now Facebook has agree to pause data sharing in the UK, following an investigation by data protection watchdog, the ICO.
In a strongly worded blog post detailing how its probe has been progressing, information commissioner Elizabeth Denham writes: “I had concerns that consumers weren’t being properly protected, and it’s fair to say the enquiries my team have made haven’t changed that view. I don’t think users have been given enough information about what Facebook plans to do with their information, and I don’t think WhatsApp has got valid consent from users to share the information. I also believe users should be given ongoing control over how their information is used, not just a 30 day window.”
“We’ve set out the law clearly to Facebook, and we’re pleased that they’ve agreed to pause using data from UK WhatsApp users for advertisements or product improvement purposes,” she adds.
Denham also hits out at “vague terms of service” for generally failing to give consumers “the protection we need”.
The updated WhatsApp privacy policy offered users an opt out of sharing their data with Facebook but default opted them in — unless they clicked to read the terms more closely and turned the sharing option off, having understood what the toggle represented. Users were also given a 30-day window to revoke consent via the settings in the app — after which they would be unable to withdraw consent. None of which has pleased the ICO.
In the blog post Denham says the ICO has asked Facebook and WhatsApp to sign an undertaking committing to “better explaining to customers how their data will be used, and to giving users ongoing control over that information”, and goes on to warn the company may face enforcement action if it does not alter its approach.
“We also want individuals to have the opportunity to be given an unambiguous choice before Facebook start using that information and to be given the opportunity to change that decision at any point in the future. We think consumers deserve a greater level of information and protection, but so far Facebook and WhatsApp haven’t agreed. If Facebook starts using the data without valid consent, it may face enforcement action from my office,” she continues.
In a statement on the ICO’s action, a Facebook spokesperson rejected criticism it is not being clear enough with WhatsApp users about the data-sharing arrangement, telling TechCrunch: “WhatsApp designed its privacy policy and terms update to give users a clear and simple explanation of how the service works, as well as choice over how their data is used. These updates comply with applicable law, and follow the latest guidance from the UK Information Commissioner’s Office.”
Facebook’s spokesperson added: “We hope to continue our detailed conversations with the ICO and other data protection officials, and we remain open to working collaboratively to address their questions.”
TechCrunch understands the company has had multiple meetings with the ICO about the matter, as well as also receiving questions from several other European regulators who also have concerns about the arrangement.
In September Facebook and WhatsApp were ordered by a local data protection regulator in Germany to stop sharing data on users. Facebook said it would be appealing that order.
The Spanish DPA has also stated publicly that it intends to investigate the data-sharing arrangement.
The data transfer is also being probed by the European Union’s data protection watchdog group , which is made up of representatives from all EU Member State DPAs. The Article 29 Working Party said in October its members (such as the ICO) would be acting “in a coordinated way” to target any problems they identify, and to co-ordinate any enforcement action they may deem necessary.
Denham said the ICO intends to keep “pushing”, along with its fellow European DPAs, for WhatsApp users to be provided with more information about how data shared with Facebook will be used; as well as for a clearer description of the choice they have to share or not to share; and for users to have an ongoing choice to revoke consent.
In her blog post she also flags a wider data protection concern related to companies triangulating user data via acquisition — a concern that has also been voiced by the EU’s competition commissioner this year. And raised most recently as an objection to the Microsoft-LinkedIn acquisition.
“It’s a particular concern when company mergers mean that vast amounts of customers’ personal data become an asset to be bought and sold,” writes Denham. “We’re seeing situations where companies are being bought primarily for this data, and when it is combined with information the purchasing company already holds, there’s a danger that consumers will have little control as datasets are matched and intrusive details revealed.”
She says the regulator is planning to publish a report on this early next year.
“It’s a problem that is broader than data protection, and we’re speaking with industry, competition regulators and consumer groups to see how we can make people clearer on the law. We’ll be publishing a report on this in the new year, outlining our concerns and discussing solutions.”

Play Store has a new Trending section for entertainment, and it's fantastic

It feels like Google changes the Play Store UI every few weeks. A larger button here, adjusting the font size there, and so on. But the new 'Trending' section on the Play Store is absolutely new, and is both incredibly useful and well-designed. The new addition can be found in the entertainment section, just below the new movie releases.

Tapping on any one of the trending topics opens to a scrollable collage of news. In the case of this one about Marvel's new Doctor Strange film, it has two reviews, movie info, a trailer, the cast, popular YouTube videos about the movie, an interview, and finally the soundtrack. All of these can be expanded to reveal all the content.

The soundtrack and videos can be fixed to the bottom-right of the screen (like videos on the YouTube app). Unfortunately, playback stops when exiting the trending page, so you can't listen to Michael Giacchino's soundtrack while you browse for apps.

The Doctor Strange section is a great hub for all the various media and info related to the film, and right now there are similar sections for Bruno Mars's new single and Mel Gibson's Hacksaw Ridge movie. Hopefully Google continues to update the trending section, and maybe make the rest of the Play Store as sleek as this.

WhatsApp is testing a clone of Snapchat Stories, called Status

Facebook-owned messaging app WhatsApp is experimenting with a new Status feature that lets users share mood-setting pictures and videos overlaid with other custom elements such as emoji, with the content disappearing 24 hours after it’s shared — so basically a copy of Snapchat Stories.

The test feature was spotted on Friday by
BGR India which says Status sharing is only currently available to registered public beta testers of WhatsApp who are using a rooted Android or iOS device.

We’ve reached out to WhatsApp with questions and will update this story with any response.

In the Android version of the beta the main WhatsApp message screen now has a tab called ‘Status’, sitting between ‘Chats’ on the left and ‘Calls’ on the right. And while it’s always been possible to set a status message in WhatsApp, which is visible when someone views your profile, the new Status tab does not replace that traditional status message; rather it’s a whole additional channel aimed at encouraging users to share ephemeral and primarily visual content with their friends.

As with Snapchat Stories, once a user has snapped a photo or recorded a video to share within this channel they are offered a range of editing tools to augment the content — such as by drawing on a colorful scribble or adding and positioning emoji. Status also lets users add a caption to further explain whatever they’re posting. A send button shares the Status with the user’s WhatsApp contacts.

The beta app shares Status content for 24 hours, according to BGR, with no way for users to manually delete a Status after they’ve shared it at this point, nor set a longer (or shorter) lifespan for the content. Users are able to specify which of their contacts can receive Status updates — either by selecting a handful manually or choosing all and excluding a few manually (or indeed selecting all contacts to spam everyone with all Status content).

Snapchat launched its Stories ephemeral timeline three years ago, and the sharing feature has proved hugely popular — driving massive quantities of daily video views for Snapchat (it reported 10 billion daily video views as of this April). So it’s clear why Facebook is firing up its photocopiers.

And while it’s taken Zuck & co a while to respond directly to their rival’s ephemeral sharing format, they now seem intent on rolling out a clone of the feature across their social board — with Facebook-owned Instagram launching a near carbon copy feature, Instagram Stories , this summer; and a Stories clone called Messenger Day also being tested on Facebook Messenger this fall.

In recent times Facebook has been prioritizing video content , as part of a successful push to drive video ad revenue. So getting WhatsApp’s network of one billion+ active monthly users more accustomed to sharing visual content clearly feeds into that play. Especially after the Facebook-owned company announced a huge change to its privacy policy this summer — which implies it will start allowing businesses to show ads to users.

That’s a massive shift for a company that had, up to then, been firmly against having adverts on its platform. Which just leaves the question of how WhatsApp will integrate ads into its platform without annoying users. And so enter the new Status channel, looking like exactly the sort of conduit where businesses on the WhatsApp platform could start pushing out marketing missives to users who are connected with them.

The telecom giant has also rejuvenated three other existing products which include the Double Free Tomorrow, 11k/s for all, and IDD Packs.

The Double Free Tomorrow, gives back to the subscriber 200% of whatever is spent on calls, SMS or data today to use for free the next day.

In the re-loaded offer, the company calculates all the value of airtime a subscriber used in a day for internet services, phone calls and SMS, and credits the subscriber’s phone with double this value at the start of the next day. The offer will now be available as default for all new customers activating a Glo line. The bonus can be used for practically anything including browsing or calls and SMS to Glo and non-Glo lines.

FG set to establish ICT University, says minister

Ibadan – The Federal Government has concluded plans to establish the first Information and Communication Technology (ICT) University in Nigeria within the next three months.

The Minister of Communications, Mr Adebayo Shittu, stated this on Tuesday while featuring in a quarterly radio programme, Guest of the month, at the Federal Radio Corporation of Nigeria (FRCN), Ibadan Zonal Office.

The News Agency of Nigeria (NAN) reports that the minister spoke on “Harnessing the Potentials in the Communications Sector for Sustainable Development.’’
Shittu said that the university would be an off-shoot of an existing ICT-based institute, The Digital Bridge Institute , currently in operation in six centres across the country.

“It is time to leverage on the bountiful opportunities in the Communications sector to generate additional revenue for government.

“We all know that ICT is now redefining how we live, how we deliver businesses and services in terms of government to government as well as between government and citizens,” he said.

He said that the university would be the first of its kind on the continent of Africa.
“We currently have what we call Digital Bridge Institute. It has six campuses- one in Lagos, Abuja, Kano, Owerri, Yola and in Benue state.

Shittu said that the present standard of education in the universities do not meet the needs of industry operators.

He said this informed the proposed upgrading of the Digital Bridge Institute.

The minister said the institute would become the ICT University in partnership with all the leading institutions in ICT throughout the world.

“I have had the privilege of speaking with a lot of operators throughout the world ,including Motorola, Mark Zuckerberg (FaceBook founder) and others.

“They have promised to partner with us and bring in a lot funding and logistics to be able to sustain such a university which will provide world class hands to train experts in telecoms industry,’’ the minister said.

He also said that he had embarked on administrative process to ensure that all the stakeholders were carried along in the establishment of the 21st century university.

The minister said that as soon as the process was completed, Nigerians would see the birth of the institution.

“This will be the fastest means to create employment for our teeming youths, improve access and enhance quality of service delivery and affordability in our country.

“I took a memo to Mr President on it and he asked me to get the input of the Ministry of Education and the National University Commission (NUC).

“I am glad to say that I got positive inputs from the two agencies and we are at the stage of going to the Federal Executive Council (FEC) for approval.

“As soon as we get the approval of FEC, we will set up an implementation committee and within three months, we should be able to take off.

“The infrastructure are on ground because it is an existing institution that we are set to transform to the ICT University,” Shittu said.
